The Australian skipper has taken 309 Test scalps in 71 Test matches with an impressive average.
Australia's selection chief Bailey has declared that skipper Cummins will be a central figure in the forthcoming England-Australia contest.
Speculation had been growing that Cummins might miss the series due to a persistent back stress problem that was still troubling him.
Initial reports from the squad suggested no official announcement had been made regarding his involvement, with the Test matches set to start on the 21st of November in the WACA.
Bailey expressed that his recovery is on track and was "optimistic" about his chances of taking part.
"We know that the window is narrowing and there are permutations at play, not only the back issue, but additional elements," the selector added.
"The outlook is good. [We are] really confident that he'll participate in a significant role. Ideally from the opening match. Otherwise, we'll adjust."
Previous Setbacks
Cummins was ruled out the ODI and T20 games against New Zealand and India in the previous weeks after medical tests showed a stress reaction in his back.
Previous incidents include of spinal problems, with flare-ups in 2012-13, 2013-14 and 2015-16 leading to absences from multiple domestic campaigns in a limited period.
The bowler mentioned he would be ""aggressive" and "take risks" in his recovery plan to ensure his availability for the contest.
Bailey noted that there was no confirmation if Cummins had begun bowling as part of his comeback but admitted it was "becoming urgent" for him to recover fully for the initial match.
Contingency Plans
If he's unavailable, ex-skipper Smith will assume leadership.
The talented all-rounder was recently pulled out from the national team for their one-day international series against the Asian giants as a safety move because of discomfort in his torso.
Bailey described it as a "minor" injury and stated that he's scheduled to appear in the Sheffield Shield, so will be "in a good place to be ready to bowl."
"Extensive planning has gone into developing the strategy for him to take part for the first Test as an batting and bowling option," he elaborated.
"His involvement was limited to the first two ODIs in any case. His aggressive style the bat in limited-overs, even if it just sets him back for 24 more hours, the choice was made to take a cautious route."
